Before I move on to the conclusion I want to talk about a couple of things.
1. Orochimaru and the concept behind "wind". Orochimaru said that he wanted to be the wind that makes the windmill work. In other words he's trying to say that he would want to be the one who creates a new system and make it work. But before he does that he wants to see other "winds", in this case, Sasuke.
2. Sasuke said that he wants to create a new system. We don't know what it means yet. What we do know that it's his true intentions. He said he wants to fight for the village and protect it, but he didn't say that he wants to fight for the system. (It's like going to war for the country, not for the government). So Sasuke is a typical patriot kind of guy who also has intentions to rule the country/village/world???.
3. It was quite possible for Naruto to extract the Bijuus, but how? Tug of war style. While Juubi was weakened he could pull the Bijuus chakra out just like he did to Kurama.
4. Sasuke wanted to "burn it down". We don't know if it's evil or not because we do not know what happens when the Juubi is very weak, does it change form? Does it split for some reason?
5. Going against the system means going against Hashirama.
