Depends to what extent each is used and for what purpose if for measure of sheer force, Juubi Madara's Meteroites would create entire craters especially if he spams them. Juubi laser is destructive in power but as madara says " It lacks a finishing blow if not charged up fully." I choose Meteors because of the impact it has when used to it's full extent.
