Rinnegan users gain access to the mezo and the outerpath by default they can turn them into play things. All users of the rinnegan have access to the that.

But not all rinnegan users can preform that task.

Dojutsu is only as powerful as the user. Unless you’re implying Sarada or some fodder with Rinnegan can suddenly genjutsu Kurama or use gedo.

I’m saying anyone with rinnegan can’t just tame a tailed beast. You can’t give it to anyone. Same with Sharingan.

The outer path and the mezo are more than enough and Uver has pointed out Nagato was exhausted when he did what he did. To use his diminished capacity to undermine his isn't fair to him.

Anyway Sasuke pretty much said Kakashi could handle his rinnegan and undo the IT the strongest genjutsu in the NV. Kakashi has average chakra reserves, no strong chakra etc even with that he'd be able to handle a rokudo power without assistance.

I will concede that they would need a lot of training, a tool is aftetall as good as it's user.
