A filler arc is a season of the Naruto anime that didn't happen in the manga. The manga is the actual story. So, filler episodes are just made to keep the anime from catching up to the manga.

A filler arc is not only Naruto related it goes with any manga that has an anime. A filler is done when the anime catches up with the manga and they post pone the main story line by throwing a completely random thing in. Such as for Naruto how they ended it the first time (before Shippuden) they had nothing but Fillers for a while. As for Bleach when they catch up with the manga they throw a random filler in.
