That forbidden scroll that displays the hand signs for Shadow Clone Jutsu,was stolen by Naruto and learned it for great efficiency, but nowadays, everyone spamming that SHIT! Um, Shadow clone justu is a one-hand sign justu. Any dumbass with eyes can copy it.

The only difference is the most the average shinobi can make are 2-3.

It was banned in Konoha because of it's risks. iirc.

I don't even think the kage bunshin Kakashi made on the bridge were Tajuu bunshins anyway.

The problem with Kage Bunshins isn't really the creation of them. You can make as many as you can, beause it divides half of whatever chakra you have. The actual problem is the ability to sustain them for certain periods of time. When Kakashi create the KBs, he said he couldn't maintain them for long and that he could only go so far to fool the thugs.
