Face it. Obito had MS and Hashi DNA (a hell of a lot more than even Madara) for 18 years all throughout his quest to end the world, and even Madara knew he wouldn't awaken the Rinnegan.

I believe Obito didnt awaken the rinnegan because he had only one eye. I remember Madara saying you need both eyes to use their unlock their full potential
