What would you think of a filler arc...

that reveals the ramen guy to be behind everything? There are so many jokes about it, I wouldn't mind a filler arc based on it for shits and giggles. They could even make it a genjutsu or a nightmare of Naruto's just to make it clear it never actually happens (though it being filler should make that clear enough...).

Maybe even a series of fillers doing this with a bunch of fodders like the ramen guy, the rower, etc.
