No he's not lol. Given their feats, Temari's techniques and fighting style negates Kankuro's completely. I can settle with them being equal to prevent a debate with you, but in reality Temari is stronger.

Neither of them are low kage for sure; I'd give them both high jounin.

Also Temari wrecks Kankuro pretty bad.

Yeah I could see that. Kankuro & Temari are in the range of Darui/Zabuza/Kabuto/Kakashi level. Could fight against a bunch of the lower-mid tier Akatsuki.
