Bullsh*t. Kakashi fodderized nobody. Kabuto was only there to be an assassin and so to engage in a proper battle clearly on the enemies turf would've obviously failed the mission. Plus as he said "I don't really like to fight" so why would he? Especially when he can just trick him with the corpse manipulation and make a flawless getaway. No need for them to both kill each other before the invasion even started. Kakashi also compliments him on his power and sighs when it's over, psyched out and saying how he's glad a fight didn't happen. Oh, and he also took out all of the ANBU Kakashi prepared for him on top of that.

Also the fact that Kabuto & Kakashi are on the level is stated clearly 4 times during the whole of part 1. Jiraiya, Naruto, Orochimaru and Kakashi himself all say he is of the same strength. If the writer didn't completely mean this he wouldn't have so specifically and blatantly wrote it so much. Kakashi & Kabuto were the same level in part 1. There's no arguing it.

What the heck are you blabbering? Kakashi was the only one there after Kabuto killed the ANBU. Kabuto's goal was to kill Sasuke and he wanted to do that badly. When he noticed Kakashi, he already had the blade ready to slice Sasuke's throat. He could have done just that. But he didn't. He didn't because there's no telling what would happen to him then. Instead he threw it at Kakashi who effortlessly caught it in its trajectory even though it was his blind spot.

Then, next, Kabuto was the one shitting his pants. He was afraid to fight Kakashi and instead tried to take a hostage, Sasuke. Look, even when he's threatening Sasuke, he's freaking scared, with sweat running down his face.

All in all, Kabuto's only accomplishment against Kakashi was cowardly running away when he almost did what he wanted to do.

Everyone takes ANBU out. Kakashi at the age of 13 was fighting alone against a platoon of 40 ANBU and jonin.

The databooks and Kishi tell the audience this, it's unlikely Kishi would take up precious panel time to tell us Orochimaru and Jiraiya's personal opinions on the matter.

They're the same level. And so I rank part 1 Kakashi with the likes of Kabuto part 1 & Darui. That was my only point.

Context provides the necessary information:
"...for someone like this to be under the command of Orochimaru...
My current state isn't enough."
It's obvious Kakashi meant Orochimaru & Kabuto duo is deadly.

He does it occassionally. There are many examples of false hype in the manga, for example:
-Sasuke's statement that anyone with Sharingan can nullify any ninjutsu, taijutsu and genjutsu
-Itachi's statement that Sharingan genjutsu doesn't work on someone else with Sharingan
-Kakashi's statement that there are kids younger than Naruto yet stronger than him

This is just another example. Hype/statements are worth anything only if it is backed up with feats, or at least does not contradict feats. In this case it clearly contradicts the progression and outcome of Kakashi vs Kabuto clash.

And after Kakashi got Sharingan he fodderized one of them, so he was most likely high jonin already.

13-year old Kakashi without Sharingan was mid-jonin
13-year old Kakashi with Sharingan was high-jonin

It's obvious Part 1 Kakashi was better than he was at the age of 13, so he is at least low S rank, probably low kage level.
