He always has been. Since day one he had a source of (nigh) unlimited power. Kurama being the protector of humanity and Earth (malice sensing hints to that as well as other manga facts. Kurama was meant to maintain peace on Earth.

Naruto's Rank:

Attack Potency: Depends on plot, by feats a Rasengan destroyed the Tenseigan so Planet+, Rasengan Barrage is Solar System lvl in potency, If he regains the TSB he will be wielding the power of the universe according to Troll Kishi. The most powerful things are the most condensed attacks and Not big azz explosions . Without aid from Kurama or TSB he is below moon lvl although his attacks are still deadly to many above his caliber.

Speed: Naruto's speed varies. Naruto without Kurama is probably massively hypersonic. When Kurama's power comes into play Naruto managed to outspeed Haku who was moving at lightspeed, Kamui intangibility (instant teleportation), many other illogical things this usually happens via Kurama influence or Enraged or Both.

Durabulity: Kurama and his nigh unlimited plot power.

Kurama's power is OP. Too many people underestimate Kurama.
