I don't know what kind of personalities you've got. When it comes to love(i suppose you love her so much), its quite difficult to give suggestions to others, because different persons have different personalities. The girl you mentioned
1) may be thinking of testing you whether you really like her or not,
2) or she may not like you at all(thus avoid you by making lame excuse),
3) or even though she may not like you at the moment, if you could keep on approaching her and shows how much you loved her, she may come to like you
4) or it could other things as well.
My friend, my answer is - it depends on you. Be frank, try your best and tell her all your feelings and try to prove it by any means to impress her. If you can't still convince her, may be she's not the right girl, there may be someone better than her who's waiting for you, who knows?

Edit/Addition: When we thought we really love someone, that feelings may gone in just a matter of time(which means we thought we love, but we don't love at all). But there are some who we really love as well. Try to be happy in whatever you do, that's how we should lead our daily life
