Tsuki no mei no keikaku isn't going well, because the Jubi is incomplete and I think Madara already knows this which is why he has lost his morale as we saw in the latest chapter. Remember when Madara was speaking to Obito and he told him, "You were hasty", well doesn't that give you a hint that the plan was rushed so therefore isn't going to go well. Especially when the Kyubi and Hachibi are outside. Two biju are missing from the Jubi, this Jubi is different that how it was when the so6ps was controlling it. The so6ps Jubi was complete.
