I think both, in the Anime he reminds me a lot of Hiruzen with his fire release and his shadow shuriken. Also, when he fought Pain his taijutsu was awfully reminiscent of Sarutobi when he fought Hashirama and Tobirama. But then again we see a lot of Naruto in him as well with the shit load of clones, and Rasengan. So who knows, we'll just have to wait and see.
