What will happen to village system

Same as what title says. Will they merge. I am asking this because I am now confused. Will naruto be hokage ro leader of every village.

They will probably stay independent ans keep the five Kages/five Villages system, but they'll likely work together a lot better, similar to the way Tsuna and Konoha were after Gaara became the Kazekage
