I'm pretty sure Otogakure went defunct after Orochimaru's first "death". Who would have kept Orochimaru's followers around? Kabuto? He doesn't have charisma. Plus, he was more interested in research.
He probably just used Oto bases in his travels.

Sasuke would be leaf kage because all the other people is still on his nuts and would forgive him. Basically Sasuke really did not kill anyone of importance. Naruto would be united shobi Kage while maybe jugo or Suit would take over sound village.

Most likely Suit because he let go of most of the prisoners in Oro camp so most of them probably got respect for him and he shows leadership qualities.
