The Ninja Academies exist to train potential members of all Clans and non Clan applicants. Large Clans have the advantage over children that don't have Clans,They can started pre training on their members for the Academe, thus giving a Member an advantage over a poor child who parents are not Ninjas.

Oro, we will never know, cause he is like Kabuto, he never knew his clan etc.. If I were to guess any, it would be the same clan as Danzo.. Shimura (or what it is called).

Jiraya, most likely Sarutobi clan, he has exactly same affinities as Hiruzen, earth and fire, and the sarutobi clans remarked fire jutsu, well he uses the exact same.

I see, what you are saying, however, Jiraya still resembles Hiruzen more. And Hiruzen is a pervert too. Also their jutsu are very alike. It's only presumable that Jiraya came from the Sarutobi clan, which is also another reason, why it's such a remarkable clan.
