Fuijitora only has a couple of choices. Personally I think he should kill doflamingo. If fujitora is really looking to protect the citizens luffy is not the immediate threat. But all this could change if he finds out the the revolutionary army has high ranking memebers on the island ( namely luffys other brother) at this point in the story I think the threat level as it is concerned with the world government and marines is, dragon< revolutionary army majors/generals<yonko <luffy <warlords <other supernovas <regular pirates (sub 300m berrys). So currently on the island there are 1 luffy, 1 supernova/warlord, 2-3 high ranking revolutionary army memeber, 1 yonko, and a bunch of other decent pirates, amd 1 doflamingo. Fujitora wants to protect the citizens and doflamingo is the immediate threat to that but if fujitora finds out that big maam and revolutionary army are present then his opinion on who the real immediate threat is is likely to change.
