I think so too, I think they will probably have a role in sasuke return, kishi usually don't focus too much on them or give them there own panel,unless they are going to do something.

remember the last time kishi gave a panel of madara touching the ground.
and we were like what was that all about.

and then we found out later that he was probably taking chakra from out of the ground.

That makes sense, except for the fact that they start moving after zetsu goes zu, then they go zu-zu back. That was there for a reason. I dont think they were moving toward Kaguya, it seemed like they were responding to Black Zetsu in some way.
