The main reason the animatr team made that episode like that was because their movments were suppost to be to fast to be followed with a simple human eye ,so when an object moves too fast from a normal point of view ot becomes deformed as a visual aspect ,the moment pain was charging his fist to the ground ,let's say he was moving at a speed that a normal eye cannot read the shape of the thing moving at that speed simpe explanation

It's not because of budget cuts or bad animators....

I thought it was one of the best animated scenes of the anime so far.

Not even being sarcastic. It's way better than the bland, lifeless action now in the anime.
