What's the point of the seal key then? Didn't naruto complete rasenshuriken without any help from any seal key.So I don't think it could be that. The seal key is related to the nine tails, so the logical thing would be the tailed beast ball.
its possible that since J-Man knew the Fox interferes with Naruto's chakra control, he suspected itd stop him from completing rasengan, so he left the key so Naruto could stop the Fox from interfering and complete it. he just didnt count on Naruto doing it on his own

Ok so first things first, the formula to the jutsu is written on that key, and in order to perfect it Naruto had to master the Kiuby's power first... therefore it is a jutsu that involves the Kiuby's chakra... this takes out the rasenshuriken... why? because it doesn't require access to the Kiuby's chakra, and Kakashi taught it to Naruto, well actually Naruto developed it on his own from one point... so no he didn't learn it from the scroll.

Now about the TBB yea this makes sense because it requires the Kiuby's chakra BUT we found out from Bee (from the Hachibi actually) that a TBB is the first move a perfect jink learns, so what would be the point for Minato to leave a scroll explaining this? and again, Bee taught Naruto the TBB, he didn't get it from that scroll.

Now, we know Jyraia said Minato wanted Naruto to complete a certain jutsu, meaning that the jutsu either already exists but is not perfect, or Minato never managed to master it. Either way i highly doubt we have seen that jutsu yet... and one more thing there is a "formula" to the jutsu, something Minato wrote on the scroll for Naruto to be able to learn/develop/master that jutsu. And even though Naruto isn't that good with handselas and seals in general it is till in his blood (he is an uzumaki) and also the fact that the jutsu involves seals or seal knowledge is plausible due to the fact that Minato had to write it down... i doubt he simply wrote the steps to learning it.
