What was the SO6P mistake with the Bijuu?

In a flashback during "names" the SO6P states that there would be another to lead the baby Bijuu down the right path. What mistake could the SO6P have done, considering he saw love and understanding to be the correct path to peace.

He was dieing, remember? He split up the juubi because he was weak and dieing and couldn't be it's vessle anymore. There will be another because he wasn't going to be there anymore. Although, he looked fine enough to me when he appeared.

Small speculation: I guess the problem was that the people at that time regarded the Bijuu as portions of the Jubi's chakra alone even though they were all individual creatures with emotions and not truly evil. It is the same how people see the jinchuriki as the bijuu inside them and hate them for that matter. I guess the bijuu were treated very bad after the sage's death.

Big speculation: It is also possible that the older son took control over the bijuu with his dojutsu when battling his brother. Seeing he bijuu cause destruction might have further scared the people.

Eventually the bijuu became so lonely and consume by hatred (like a lot of the jinchuriki) that they chose to truly become evil and monstrous creatures, wandering masses of chakra that only exist to cause destruction and death.

imo it's because he sealed the juubi into himself to save others from them, instead of recognising them as beings with emotions and feelings. He wants his successor (Naruto), to emphatise and recognise them, and have them accepted and free instead.

I'm guessing people were greedy and wanted the Bijuu for power... Which in turn fueled their anger and turned them into the lovable killing machines full of anger and rage we know today.

He may appeared in His mind and to the tail beast young, but if this happen on His death bead, well He was old, after all do we not see ourselves in our own mind as we were at the peak of our powers? No matter how powerful the SO6P was He was mortal and mortals do make mistakes.
