They were meant to be in the hands of Tenten, which will go into the hands of Lee, which will make it so Lee can break Truth-Seeking Balls without dying, as Truth-Seeking Balls won't be able to destroy the tools, or Madara would have logically destroyed them.

Thus, Lee is the strongest now.

My guess is Kishi didn't know how Madara was gonna be defeated until a little later on so he set up those as a possibility. He's said in an interview that finding out how to defeat Madara was gonna be hard.

Honestly, I think he either hesitated Kaguya being the final big bad or it was another pull out of his rear.
