Obito probably could do that. Madara casted the Infinite Tsukyomi through his third eye. Obito summoned the Shinju to cast it. For all we know, doing it that way could have put him in the illusion as well. But I don't recall him only wanting to be under the illusion. He wanted the world to be under one too.
