Manipulating a large amount of powerful missing ninja so he could gain all the Bijuu's with less effort and much better efficiency (Many Ninja with unique powers > Obito himself getting the Bijuu's).

I thought it was pretty pointless as well, I mean he already has a mask, the akatsuki robe, a fake name and gloves on his hands. He really didn't have to do all that.

I think he just has a horrible sense of humor.

Because it was for shock value and an ingenious plot twist. Like some above said, "you never suspect the idiot". His character fooled other characters, and even more importantly fooled the reader. A mask within a mask. Nothing greater than that.

They had already collected just about all the Bijuus before Tobi even got involved with Akatsuki.

Tobi did nothing in their ranks. I fail to see why he teamed up with Deidara, he didn't benefit from it and easily could have just stayed on the sidelines watching.

Hence the manipulation. He did it years prior when he spoke with the Ame orphans. It was all set in motion and he came in as the "idiot" to not set any alarms off, at the point where the job was almost done. Extremely efficient in taking the Bijuu's (courtesy of the actual organization) and he had to do literally nothing, and by the time the "leader" Nagato was dead, he could take the helm of the Akatsuki without any quarrel.
