For Naruto it was more important to prove sasuke wrong, for sasuke it was more important to win at any cost since the main reason he decided to go after orochimaru was seeing naruto get more powerful than him

Sasuke not only nearly killed Naruto, but Naruto also failed to take him back to the Village. The headband thing was only like a little bet or whatever all based off of Sasuke being cocky.

Sasuke clearly won, now you could argue Naruto was at a disadvantage because he was not aiming to kill Sasuke (unlike Sasuke, who was aiming to kill him the entire fight, but had second thoughts after it). However, Sasuke still won.

Naruto proved that he actually COULD put a scratch on Sasuke's forehead when Sasuke said Naruto could not do. Later in Shippuden, Sasuke said the fight was only on a "whim" whci means he wanted to test his abilities and go to Orochimaru for more power to defeat Itachi. Also, Sasuke and Naruto encountered a bond that they created.

Naruto won in his task of the scratch. The fight was won by Sasuke he could have killed Naruto at any time. Plus like somebody already said Naruto even failed to bring Sasuke back.

the fight imo was simply plot. sasuke got 2 power ups in a row just to hang with naruto in 1 tail form. based on who won its clear that sasuke won the fight but whats a more interesting point is what could have happened. had naruto also fought with intent to kill. that in it self is a much more interesting question. because sasuke winning is obvious in my eyes

It basically indicated that it was a tie. Because as Sasuke Ko'ed him thus defeating him, Naruto scratched his headband thus defeating him too
