Base or not, they are meant to be equal with the powers given to them with the intention they'd work together and cover each others weak points. Which they did in the last fight. That being said, and this is mostly unrelated, this fight is pointless. Unless it's not a normal fight.

I'm very disappointed in his latest character development because he seems to have lost IQ.
