The technique is called Hell stab, not Hell claw and its the third Raikage's technique and the one he's most renowned for because he used it to cut Hachibi's tails to weaken it when it went on rampages as well as combat 10,000 shinobi, of whom killed him. The Hachibi had nothing to do with his death and Ay II doesn't even have the technique lols.
