When asked in an interview a while back, Kishimoto said,

"Actually, the world of Naruto doesn’t differ very much from our present time. TV, refrigerators and air conditioners exist in the world. The only exceptions are weapons and explosives, which I’ve decided to set in a much earlier era. That’s why you don’t see firearms."

I guess present time but without some advancements, I think he also said at some point the computers were not that advanced but now they seem to have changed that so time movies forward in Boruto I guess.
Or like a mix between present and feudal times...

Just think of it as 2005 or 2006 they have almost everything that real world has rather than PlayStation,android or ios phones,Bullet trains or metro.

Early 2000's/late 90's. One of the first episodes where Naruto gets a nicely colored picture taken still stands out.

But if that's so how is it possible that Tsunade, Orochimaru and Jiraiya are in their 70's? Does that mean that the series is also taken part in the future? 0.o

Its a fantasy universe so I don't think it's comparable to our world.
I'd say the main series match a setting in 19xx
