well everyone says that the third hokage was called the god of shinobi in the data-book and the manga says he is the most powerful kage. some people because of this think he is the most powerful character ever(very few people).but i actually think they meant something a little different you see the third hokage was probably one of the few kage that didn't spam the exact same technique(most commonly a keke-genkai) unlike them he likely used a very wide variety of tecniques and statagy. its the fact that he is a truly 'normal ninja' (kinda please try and understand what i am saying)you
see he isn't like the majority of kages who use a technique that is special to them ie:every other kage pretty much. and the fact that he was allive through so much(2 world wars) and his mastery of so many techniques(1000 techniques) earned him his title as the proffesor and the god of shinobi.that is why he is called that now i also think that he could beat some of the kage but someone like hashirama,madara and nagato would still beat him because to be frank they are just to OP and to further explain the god of shinobi thing pretty much if you dont have KKG a biju and your name isnt A,minato or A's dad and your facing him in his prime he has a 99% chance of beating you.
