What these last couple of chapters have proved. With Manga scans. Haku still > Sasuke
Sasuke still Cannot defeat Haku. While he has more overall power, haku remains a bad match up for sasuke, and here is why.
Teleportation
Now as you can see by the manga scans, both Haku and kaguya have the ability to teleport in and out of different dimensions. Sasuke has been shown to struggle against this technique, as his reaction time is slow. Proven by the fact he was dragged into a different dimension with no effort at all, on kaguyas part. Haku also possess this ability, teleporting from mirror to mirror. Kaguya travels through a vortex, haku through a mirror, but the end result is still the same.
Senbons
Sasuke is still very vulnerable to senbons. As shown by him getting very damaged by 1 single senbon, now imagine hundreds of them, like how haku attacks. Sasuke is also still slower than Haku. Haku can also fly (Look at him teleport into the sky with his mirrors vs sai)
Ego
As you can see, Sasuke still possess a giant ego, which leads to him getting humiliated in a fight, especially against a ninja with as high an IQ as Haku. Sasuke will get overconfident about something, and that's when haku will let him have it, Like the first fight. If sasukes character developed passed this major flaw, maybe he could have been able to defeat haku by now. but this flaw prevents that.
