IN short:

1. He has no chakra as he created CT moon level, then summoned Kages spirit from pure world and along with them summoned team 7 from Kaguya dimension which takes a lot of chakra.
2. He entrusted future to both Naruto and Sasuke to solve their conflict by themselves.
3. His time limit in this world is up, so he would only waste a last bit of chakra accomplishing nothing only making himself fade away faster...
4. He is not type of solo guy who would solo. He is the one introducing mutual understanding method using Ninshu. Using Force is not his way of doing things.
5. If he killed one of them then he would have to stay in the world watching next transmigrant in case something bad happen, while now if conflict solved Hagoromo can finally goes away with no regret.

Pretty much he gave naruto and sasuke a useless seal (Extracting madara's bijuu would have been easier, and their powers came from the Bijuu/Senju DNA, not the Hag himself) That could have destroyed the world, and performed a super difficult jutsu that Kakashi could have done easier with Kamui, since from the core dimension Obito could easily get to Kamuiland, and from Kamuiland he could get to the real world.

Basically this. The only thing the sage can do now is watch and pray. If Naruto wins, hatred will diminish slowly as the nations will come to understand each other as a result of the war. If Sasuke wins, hatred will be quarantined into a single vessel, thus producing the same result. Either way, the cycle of hatred will be broken after this fight. Just depends on how it is achieved. If the sage were to kill sasuke or show favoritism, hatred will still continue.
