What speed do top tiers move at?

Well I can answer that.
God tiers like Naruto, Sasuke, Momoshiki etc have been calc'ed at massively hypersonic speeds.
They are faster than lightning (mach 300 ish) in travel speed, and close to relativistic in reaction speed.
Characters like Ay, Minato and bee on the other hand are quite a bit slower....especially in reaction speed.
But all these calc's are just headcanon so don't take them more seriously than any other calc.
We do have some statements and feats illustrated by Kishimoto himself like Genin Sasuke outrunning a supersonic pressure wave, Kakashi being fast enough to cut lightning, RSM Naruto being fast enough to dodge a light speed attack from point blank range, Kirin being quite a bit faster than normal lighting, Sixth gate reaching re-entry level speed and creating fire merely from air drag, Night gai attack being fast enough to bend space itself to a visible extent(implying that its atleast realtivistic in speed)...etc etc...from where we CAN get an idea of how fast the characters are, but there is nothing concrete like we get in the Comics in general where the author states the numbers DIRECTLY.

The fastest would be speed of light, like ftg, ameno, 8 gates etc. below that would be shunshin, raiton armor, and kcm, etc. and id put that somewhere between the speed of sound and the speed of light, but more towards light, at least trying to look at it in simple terms i guess. I’m just talking outright speed tho, not reaction or anything like that

All space time users move at the same speed because time is irrelevant for them. (otherwise it wouldn't make sense if he you think it moves slower because it wouldn't be a s/t if it didn't.)

If you put the feats together it be above mhs+ for manga.
For anime its slow down, and inconsistent speed feats. (probably sound speed to high hypersonic)
Some calcs high balled some low, its best to just lowball but look back at pt.1 from lee and sasuke sound speed travel/combat speed in the beginning. Dodging sound waves or breaking sound barriers.
Naruto FWSRS crossing 1km mountain diameter in 1 second to get pain could make pain high hypersonic+ even though that's reaction feat he still avoided it.
Too Naruto and sasuke keeping up with madara in there SO6P forms with previous forms was getting blitzes by Madara

No one has actually moved at the speed of light in naruto. But some of them do've light reactions. Like Minato, A, Bee base and later levels, Naruto spsm, Kinshiki and momo(probably). In footspeed fastest would be A at full speed, Naruto spsm, Sasuke, Kaguya and they all might be lightning fast and just above.
