Sure, but Naruto sporting a Konoha headband means that the Unified Shinobi world didn't happen either, which could point to a partial success. If all Gokages survive and none have had a change of heart then there should not be a need for displaying village allegiance.

Narutos never had a shinobi alliance headband. Also the alliance was for the war, not Post war.
That was the initial plan but the Gokages had stated that they saw the error of their ways and wanted to unite all the villages after the war in attempt to end the cycle of hatred. Here is the scan.
Alright but even though, it's safe to assume Neji is not going to be in the movie and knowing that Naruto is in the movie means that Sasuke should be involved as well because this was once established in the Kage summit arc that if both Naruto and Sasuke clashes each other, they will both die, so in other word this movie is the epilogue for this final fight.
