No. The cloak doesn't change the appearance of jutsus except for Naruto's ransengan at VOTE. It's enhancing his chakra, so therefore, susanoo, a chakra manifestation must be enhanced since he'd have to separate his own chakra from Kurama's to do otherwise. Another reason why it has to be enhanced is because Sasuke has complete susanoo, yet his feat was on par with Madara's PS. Way to many things indicate that he's enhanced.

I thought it was cool because

1) While everyone was giving up and even Hashirama the Shinobi god can't give them hope, Sasuke just jumps in and slices the incoming tree branch (Which is way bigger then people are acknowledging by the way) and basically getting Naruto fired-up. Sasuke knows that Naruto "looks upto him" in a way and saying "Is that all you got. I'm just getting started" is the perfect way to get him back up out of his emotional state.

2) Susanno + Agility and Speed? Damn that looked pretty awesome.
