Tsunade, she produced the female who solo'd Kaguya. Other then that it definitely goes to Orochimaru, the impact his actions had on the NV from Sasuke though to Kabuto and the Edo Tensei are unrivalled.

Jiraiya, he had minato, nagato, and naruto and all that those end up doing, as they all(except maybe minato) think about jiraiya and his ways further down the line

Oro and Tsuna kinda tie, as oro and his experiments, as well as what he taught sasuke will always be remembered

While tsuna has sakura, and revolutionizing the “team” system and medics on the battle field... hmm, in that regard maybe it’s more a tie between tsuna and jiraiya for 1st, as tsunades legacy still extends to this day, and isn’t really limited to her pupils but the village itself? I dunno it’s kind a tough one for me tbh

When it comes to the whole village and its development I'd say Tsunade because of her medical ninja system and her efforts in winning the war.
However when it comes to students, I'd say Jiraiya

they all had respective and great legacy. However i myself would think Jiraiya had the most legacy good or bad. He produced Nagato and Konan whom both ended up in Akatsuki and seemingly led them and rampaged, changed the world and gained tailed beasts. Furthermore he taught Minato the fourth hokage, and he was a toad sage. He was also known as a Sannin, thus known around the world. Then he also taught Naruto the supposedly greatest hero. But orochimaru is also close in my opinion with all of sasuke, kabuto and yamato, projects and all that.

Jiraiya produced powerful students, but, lets be honest, Minato wouldn't be well remembered much despite him stomping a war(he did die young), not many are aware of Nagato being his student or behind Pain, and the character people have in mind when they think of Naruto's teacher is probably skewed in favor of Kakashi.

It's really between Tsunade and Orochimaru since Jiraiya doesn't really have an international presence besides being known as a strong combatant like the other two. I'll just go the easy route and say Orochimaru though. It's true that he's been ducked off lately, but he founded a freaking village and still(?) heads it, so he must be well known. Anyone who digs into the country's inception would inevitably read of his attack on Konoha among his experiments and mythical-like quest for immortality. Orochimaru is practically a mythical figure at this point.
The most amazing part is that he's still going strong with Mitsuki & Shin's appearance though that's not general knowledge yet.

When you think about it all 3 have accomplished something massive in their own fields.

When it comes to medicine, Tsunade revolutionized the shinobi world.

When it comes to students, Jiraya has taught some of the strongest and most impactful

When it comes to science and technology, Orochimaru contributed a great deal.

You've not burst any bubble her one punch solo is the reason Kaguya was sealed. Anyway Tsunade's medical research allowed soldiers to survive war which in turn could prolong conflict. She had the most impact for that reason + for producing her student.

Orochimaru if Tsunade's ignored had the most i.pact because of him Sasuke was able to achieve what he did. Kabuto Edo'd Madara Sama who negged the world and if that wasn't enough Orochimaru Edo'd the 4 kage to assist in the war effort to counter Obito and save the alliance including Jiraiya's student (Naruto).

As for Jiraiya he did f'all Naruto turned out always needing to be bailed out by one or another (including plot armour). Minato died like a fodder instead of live, raise his son and protect the village. Nagato offed him like a fodder and would've negged his last student had Kurama and Itachi not intervened.

Oro. He killed Kage, took over a country and started his own village, trained hundreds of "students", showcased the most moves between them and purported to know way more than shown, plus he's still alive so his legacy continues to develop.

To be fair Tsunade passed stuff on to one student, Oro taught Kabuto, Sasuke, Guren, Kimimaro, the sound 4, Mitsuki and countless others. Granted he had selfish reasons to teach them but still.
