He is a genin technically but realistically he is a high S rank or low kage level because of BM as the amount of time he can use it increases his rank will rise.

He can use BM for 8 minutes now, but that would be more than enough to destroy any current Kage in combat. Besides, even without BM he still has KCM which he can use almost as long as he wants.

And Sage Mode Naruto was said to surpass Minato and Jiraiya, and now Sage Mode Naruto doesn't even need clones to gather natural energy, because he can fuse with Ma and Pa due to him being on good terms with Kurama.

Well it's not that simple to just give Naruto a rank, more or less he is on a level of his own. Not only mastering a jutsu that took his father four years to even gain a decent amount of control over but to complete and take it to a whole other level. So far he has surpassed each of his mentors and overcome obstacles that they themselves could not, Kakashi in certain fields of ability, Jiraiya in sage-ship a man who was also granted the title Sanin by his eras greatest shinobi Hanzo. By the end of the Pain arc he was second if I remember correctly to be nominated for Hokage, but ultimately lost do to lack of experience. An now that he has full control of Kurama to a point that he is willing to protect Naruto on his own will. So to try and stick him with any combination of the three given ranks would be ridiculous. Everyone knows that Naruto is on the fast track to being the worlds strongest shinobi, so why dilly-dally on his rank. I mean in the Burning Chunin exam ova they had to make a rule specifically for Naruto as a handicap to the others. So personally from what I have taken in from the series no rank is worthy enough for him as he has risen already or will eventually rise above them all.
