What Purpose Do Some Characters Serve

So, I was thinking about.
There's a Few Outlier Characters that sometimes I Wonder Why are their Outliers.

For Example:
-Sakura
-Itachi
-Madara
-Kakashi


SAKURA- I find her to be an outlier character, cause she's strong but not very strong compared to other main character, but yet she has quite a significant roll, and I wonder why did Kishi make her underdeveloped for a main character.

ITACHI- Itachis another outlier due to his knowledge but yet the position he was put in was so underrated for his character, he left the village and went to the Akatsuki for what? He could've just been a rogue shinobi, making three separate antagonist for the series.

MADARA- Madaras an outlier cause his strength was out NV's world, What was kishi thinking when he made him, he brought so many new concepts into the manga, yet to have the most horrible defeat EVER.

KAKASHI- Kakashis an outlier because I think his strength is too powerful for the roll, that he has he should've been shown in more battles.

What was Kishi thinking ? when he made these characters especially Sakura and Madara, Sakura weird roll, an a freakishly strong character.

Most of K11 were relevant in Part 1.In Part 2,Kishi mostly just focused on Naruto and Sasuke and the Uchihas in general.All the others remain mostly under developed.I watched anime of both Part 1 and Part 2 and there is a stark contrast on how side characters are treated between those 2 parts

OT: Many supporting characters were just there, having no story importance whatsoever. Even if they did something, it usually was more like a side thing (not saying it's a bad thing, they are called supporting for a reason). Some characters (if not most) could be written out, sure, but at least those you named did have some impact overall.
