OP: I would choose Naruto primarily because of his kage bunshins but also because his abilities are mostly large AoE jutsu like Rasengan, Oodama Rasengan, FRS, rasen shuriken variants and bijuu dama which are able to take out many enemies at once. I also pick Naruto because he can share his chakra with others, which makes those around him stronger therefore translating into less casualties/deaths. Being able to sense everyone on the battlefield with SM would also be very useful.

I would say Naruto's power , Like shadow clone to fight many people at once in war and he also has devastating large scale techniques
