What political system do pets live in?

Are dogs communists?

I know the answers is no so how do you desribe the life they live being dependant on some human overlords to feed them and walk them? If humans lived like that, what would that system be called? They don't need to work, they don't have an economy of their own, like what is that? The closest I can think of is being a child or being "taken care of" by some social service programme.

On a scale sliding down from a downright awful owner to a great one, dictatorship, monarchy, then communism.
Humans should be no different from natural resources that dispense a limited amount because wallets and time are. Depending on if the owner is involved, the strongest or most violent dog can get as much as it wants(dictatorship), the owner can pick a favorite and feed him the most(monarchy), or the owner can attempt to be fair(communism).
