Definitely the Outer Path. The Outer Path is linked to controlling Life and Death and manipulating Souls in a sense, and manipulates the life and death dimensions (and we've seen that in Naruto, it was portrayed in the Pein Arc when Kakashi was in LIMBO).

And Limbo literally refers to the boundary/edge of "hell" and Naraka uses the King of Hell.
