So during the Pain arc we learned that Nagato's plan was to create a superweapon out of the bijuus' chakra knowing that the people of the villages would use it and the devastation that it caused would teach them true pain so that they would value peace.
In light of recent developments, Nagato's plan could have been much better, but I don't think Nagato was as crazy as Obito/Madara so he didn't try to pull it off (plus I'm not sure he even knew about the jyuubi even though he could summon GM). I think Nagato's plan would've been better if he had done what Obito and Madara plan to do, start a world war and become the jyuubi jinchuuriki. If Nagato had caused a world war it would've taught everyone the lesson that only true pain can teach and then he could revive them using the rinne tensei thereby breaking the cycle of hate that the world war had created. This would cause world peace if Nagato's theory about pain and peace worked out. This is also assuming that the jyuubi's chakra would be enough to revive everyone who died in the world war, but given the hype I tend to believe it' doable.
