it is the scene when zetsu reported to obito that nagato is dead.....
obito said ...they need another pawn to sync with mazo.......what obito meant when he used the word sync?...

in this pic obito compared sasuke with nagato and again brought up the word sync.....while mentioining about nagato's betrayal and how the rinne tensai jutsu was supposed to be used for his sake...

Imo he was talking about a person who can start the Nine Phantom Dragons jutsu(see below pic)....
and i think only a rinnegan user can initiate this jutsu...so when he ordered kisame to hunt hachibi...what the hell he was thinking ...i mean he had no rinnegan user with him...so i think he was planning on using sasuke....i mean may be giving nagato's rinnegan to sasuke....but when he realized that kisame has failed...he decided to start the war...
