I don't really argue with people's top 10 so i do not respond when one argues with mine, but since its you ill give you an overview.
Majority here base their rankings on vs threads. Who they think will beat who and that is wrong on so many levels.
A fight doesn't necessarily depend on who is stronger but many many factors such as environmental, a character having the advantage over another even if they are weaker (deidora was stronger than sasuke, yet due to sasuke having everything in his favour he overcame him, similar kisame is stronger than gai but gai had everything in his favour), etc, which shouldnt be involved in rankings. That and off course people formulating their own idea's of who wins.
I pit kisame and deidora above gai and hebi sasuke even though they lost, because they are stronger than them, but they lost due to being bad match up's. Also put sasori above chiyo and sakura lol
I look at many things and i am confident in my ranking's.
Hiruzen can lose to itachi however that isn't why i put Hiruzen above him
