I made a thread discussing this.
Madara couldn't even use much of the Rinnegan before this and I think it's due to Edo Tensei holding him back. Since he was technically dead, the Rinnegan powerup didn't really occur beyond what he had before. Rinnegan's Samara is based on rebirth and the whole time he was in a limbo state of between dead and alive. To transcend states in Samsara, one needs to actually be reborn.
I think he will surpass Obito in Jin form. Why? Obito in Jin form only has the power of the Juubi. Madara has the power of Hagaromo by merging the two bloodlines. Plot dicates it. Otherwise, it would be so anticlimatic.
We will see the true power of the Rinnegan very soon.
No way that a person has to go through his whole life going though all that trouble to get the Rinnegan, gamble on the chance that someone will revive him, just to get the slight power ups that we have seen so far. It just doesn't make sense. The greater reward comes now.
