there are actualy 10 things needed to make the juubi, otherwise there would be one juubi per grain of sand in the world. (exactly. shukaku is proof.)

as well as 9 tailed beasts, or just their chakra, you need the juubis body, or the gedo mazou, or the demonic statue of the outer path, or whatever you want to call it.

so far, naruto has got at very most, 8 of them, if what everyone says about the 6 bijuu giving him chakra is true.

he does not have the gedo mazou, and will not convince the madara to give it to him and it is rather busy being the juubi.

nor does he have shukaku chakra, and since we havent seen so much as shukakus arm in around 400 chapters( i dont know how long its been exactly, flashbacks dont count.) and gaara isnt on the battlefield, regardles or whether it would work or not.

thje juubi will not be sealed back into naruto, more likely it will somehow split back up into the other bijuu. sealing it would be like revealing that naruto is infact the sage of the six paths. not a reincarnation( which he isn't) but the genuin article.

Maybe they don't necessarily need the juubi's original body, just a host to contain all 9 forms of chakra. Should this be the case, naruto only needs some of shukaku's chakra to form the juubi within himself. Since the juubi is nature energy, that would make naruto in perpetual sage mode.
