I can say Gai was incredible strong in comparison with what he was looking like but Tobi definitely was an unpredictable new antagonist.

I adore Masashi Kishimoto's idea to make Tobi look like a joke when he made his first appearance just to take the leadership of the organization knows as Akatsuki.
