what makes adult naruto and sasuke stronger than VoTe 2?

For Sasuke, his chakra reserve would be much much higher at age 29-31 than it was at age17 so he can righter spam more jutsus or increase his jutsu's power by focusing more chakra into his jutsus such as his Chidori destroying half a meteor. Sasuke's skills in all fields increased much higher as well, Sasuke's base is about EMS Madara's Base which is higher than Kage level while War arc Sasuke would still be high Jounin. VoTE Sasuke wasn't close to mastering his Rinnegan while current Sasuke has it mastered to a much higher level so he can do things that VoTE Sasuke can't do or do as well. Current Sasuke is wiser and have more knowledge about a variety of things that can be used to aid him in combat.

In Naruto's case, his base in The Last was already mid-high Kage while War Naruto base was Jounin. Naruto in the Last shown improved Taijutsu (able to fight Toneri's puppets without clones while Hiashi who is a high Jounin and Byakugan master couldn't do with 2 body guards), chakra control and skills as shown when he easily made FRS with1 hand and controlled the way it flew. Naruto base reserves are also much higher than it was in the war thanks to the 2 years growth plus Hashirama's cells boosting his reserve and jutsus power. We see Naruto doing light training while waiting for his family to come how and going by Bolt and Hima age it takes place about 5 years after The Last movie events so we know Naruto have kept up with his training/kept his skills sharp (his battle senses dulled over time in Gaiden due to him not actually fighting but he wasn't dulled in Boruto like before). War arc Naruto was as strong as he was using Yin Kurama and added Rikudo Senjutsu (other 8 Bijuu chakras for Six path RSM) while current Naruto uses full Kurama (double the reserve and more powerful chakra than Yin or Yang Kurama) and Rikudo Senjutsu.

Both were obviously nerf so they can have a movie where Naruto and/or Sasuke don't finish it in the first couple of minutes.

Naruto still has steam release with all of the other Bijuus KKG, Hagoromo called Naruto the Bijuu meeting place; he simply have to call them by name to summon their minds as Hagoromo did in War arc. Frog Kata isn't overrated since the majority of ninjas can't even see the attack (well all of it at least) unless they can see or sense natural energy. Naruto 1 hit a Pain with Frog Kata and that's just Toad SM; now he has full Kurama+Rikudo Senjutsu which makes his power far higher than before. Actually not its not a baseless assumption, Shunshin speed is determined by how much chakra you use; Naruto has the most chakra of the two so can go faster by using more chakra. KM Naruto (Yang Kurama) full speed was compared to Minato's FTG (instant speed) multiple times and his speed. Increased as he gained access to more chakra (in reserve and power) such as BM, BSM, and RM (he rarely used his full speed tho).

yup ,PS cloaked the biju chakra and took a new look ,susano cloaked kuarma and it took the same look ,that doesnt mean anythin but that kuarma has probably played the biju chakra role ,we already saw adult sasuke use his PS without cloaking Kuarma and it looked normal ,i dont even know how can sasuke choose to use PS or Biju PS ,it isnt like the Biju chakra can suddenlly appear and disappear ,that doesnt make sense .

Your problem is you think Sasuke need bijuu chakra to perform Humanoid Susanoo.

Sasuke didn't absorb Kurama so your point is moot. Yes we've seen Sasuke use PS with and without bijuu chakra inside.. We also seen the same exact thing with Humanoid Susanoo.
It should be obvious that Sasuke doesn't need bijuu chakra to perform Humanoid Susanoo..

What is all nine bijuu chakra? Combine its jyuubi's chakra = Senjutsu. Hagoromo's chakra = Senjutsu =jyuubi = 9 bijuu
What does Sasuke have? Half of Hagoromo's chakra = 9bijuu = Senjutsu

I've explains how it works in the previous post. All bijuu chakra combine equals to the chakra that Sasuke gain from Hagoromo, which is Senjutsu.. With Sasuke chakra growth over the past 12-15 years, he should be capable of developing a semi weaker version of it.
