I always see top 10 or top 5 list and it completely blows my mind when i read the opinions of these lesser beings so i decided dat i won't give my top 10 or 5 i'll simply state what makes a superb ninja and then from the bullet points below create your list:
1. Will/nindo
2. Intelligence
3. techniques/jutsu
4. Mastery of basic ninja skills (chakra control and manipulation)
5. Experience
6. honor
7. mastery of tools or a tool (weapons)
8. Instinct
9. strength
10. speed
11. unique attribute (sharingan, byuakugan, rinnegan, other KKG, or justsu only you know and/or made)
