What makes a justu forbidden?

I mean let's say that deah seal justu....it's forbidden because it harms a human being , or a third party, or something like that. or maybe you injure yourself. I don't know.....so what makes a justu forbidden and normal ninjas unable to use it

This jutsu was declared forbidden by the Shodai, because of the risk it put on the user. o-oSo its basically, if it puts the user in a risk.

it's not clear but user at risk is one. although you'd think most jutsus put the user at risk so whatever

A jutsu may be forbidden, For being too dangerous or overpowered etc.

The villages simply don't want shinobi running around with such dangerous techniques.

the only jutsu that are really forbidden are the ones who make people wank off at the drop of a hat

Chakra cost and damage it brings to the user. Also certain jutsu are simply completely unethical like Edo Tensei and Oro's Immortality jutsu which require human sacrifices

mhm. Techniques that cause massive large-scale destruction/ has caused large-scale destruction to a third party. In times of peace, that jutsu would be deemed forbidden to stop the other nations from peeing bricks.

hurts the user in some way, it is extremely powerful for fodder to use and overpowers them. and many villages could use it against a village.

what if you made a jutsu and some someone made it forbidden. like if u made a shadow clone jutsu where the clones are real and alive and the tech gets banned. what are your clones going to do then?? do they arrest all of them or just the original?

one of 2 things or both will make a jutsu forbidden

1.Damage the user/big downside to using it
2. It's OP xd

A 'forbidden jutsu' sounds more interesting than a 'don't do that jutsu'.

Edo Tensei (Tobirama) is the only confirmed Kinjutsu. The other villages acquired their own unique Kinjutsu too.

If the risk is high enough it would make the jutsu forbidden like example the jutsu u mention it steals the life

Then again it's odd, because plot no jutsu should also be considered as a forbidden, but nUuu.... Kishi doesn't wanna break dat 4th wall...
