The question says it all. It's been irking me because Im a writer. Tell me in your own words on to make a villain the greatest and how you can relate towards them. My favs are:

a true villain is someone you could sit back and say, ya if i were in their shoe's i could see myself reacting the same way.
idk, as you can tell i'm no writer; but the villains that don't leave their mark in my mind seem to be the ones with a shitty background or have dumbass reasons for what they're doing. gl

Someone who can turn someone else evil for their own benefit. They are good manipulators who can break anyone.

Intelligence is preferable but optional. Insanity can work usually.

This are your basic villain requirements but motives, character connections and events in their past are usually what makes them.

Oh my god I f*cking love Russell Edgington. He is a perfect villain in my eyes. Just so nonchalant, funny, arrogant, twisted and sadistic, and absolutely insane. His goals are simple, to walk in daylight and have some fun in his immortal existence. He said something along the lines of "I drink blood because I like it! It's fun! It makes my d*ck hard!!"
And also "PEACE IS FOR PU*SIES" xD
Dennis O'Hare is wonderful actor and had the best lines in the show.

.Slept with the one of the same witch who cursed Cami's uncle.

.Ruined Katherine's life and chased her for 500 years, making her become the person who she was in order to survive, including Rose and Trevor.
